Tacitus suggested that Domitian had actually achieved few successes against the Germans: “the Germans took advantage of our dissensions and civil wars to storm the quarters of the legions and make a bid for possession of Gaul. This attempt ended in another defeat for them; but the more recent ‘victories’ claimed by our commanders have been little more than excuses for celebrating triumphs.” It is a fact that there was a very large emission of commemorative coins after his campaigns of AD 83-85 against the Chatti tribe, who lived in central and northern Hesse and in southern Lower Saxony, though Suetonius wrote that it was an unnecessary fight (“His campaigns he undertook partly without provocation and partly of necessity. That against the Chatti was uncalled for,” Domitian 6). Tacitus went as far as writing that Domitian “felt conscious that all men laughed at his late mock triumph over Germany, for which there had been purchased from traders, people whose dress and hair might be made to resemble those of captives” (Agricola 39). Such criticism might have been exaggerated, as in fact there were no troubles in the upper Rhine region in the following century, which could be attributed to Domitian’s victories.
